The safety cone was invented in the early twentieth century and serves multiple indoor and outdoor purposes. The cone is inexpensive, requires few resources for maintenance or placement and provides flexibility for users. The Manual on Uniform Traffic Control Devices put out by the US Federal Highway Administration mandates safety cones reflective collars so each cone is visible in low-light or nighttime situations.
The History
Safety cones were invented in 1914. They were invented by American Charles Rudabaker and David Morgan of Oxford in the United Kingdom, refined the design in 1961. Rudabaker’s design was originally made of concrete but a cone today is made of highly durable plastic. The cone may be used in any weather condition and is easily seen by drivers at high speeds, thanks to bright colors and reflective collars.
Road Construction
The traffic cones often redirect vehicles around road construction. While road construction workers are busy, they are not able to watch for oncoming traffic. Cones establish a protective barrier between traffic and workers and its easy placement and setup allows for the temporary rerouting of cars onto shoulders or into other lanes while construction is ongoing.
Safety Personnel
Auto accidents and breakdowns are often marked by a traffic cone. EMTs, firefighters and police officers often use the cone to make sure that traffic does not affect legal evidence. These cones insure traffic stays away from accident sites. A cone also steers traffic away from vehicles experiencing breakdowns like flat tires as a backup to a car’s emergency lights.
Hazardous Conditions
The traffic cone often marks hazardous road conditions. The traffic cone is often set up near potholes or other areas of natural or human-initiated road damage. At times, the traffic cone is set up at accident-prone sites to reduce the likelihood of collisions and injuries.
Indoor Uses
People have found many other uses for the safety cone. Some organizations mark off their delivery zones or parking lots with a cone while others mark off reserved parking or VIP areas during an important event. Indoors, people use cones to warn of slippery conditions or of places that are unsafe for pedestrians.
Visibility
For visibility in the dark, cones are fit with reflective collars. Collars are white strips made from white reflective plastic, which may be either slipped over cones, or held in place by tape or adhesive. Regulations require two collars on one 28-inch cone and one collar on a cone measuring eighteen inches or fewer. On 28-inch models, the top band must be a minimum of six inches wide and must be placed between three and four inches from the top. The second collar should be a four-inch band placed two inches below the 6-inch band.

The US Dollar is testing below a critical support defining the currency’s medium-term advance as the S&P 500 continues to correct higher, sapping safe haven demand.
THE TAKEAWAY – The US Dollar is testing below a critical support defining the currency’s medium-term advance as the S&P 500 continues to correct higher, sapping safe haven demand.
S&P 500 – Prices are testing above 61.8% Fibonacci retracement resistance at 1177.55, with a break higher exposing the 76.4% level at 1194.00. For the time being, the 50% level at 1164.25 stands at support but in the event of a break higher the 61.8% level will be recast as the near-term downside barrier.

CRUDE OIL – Prices are testing 23.6% Fibonacci extension resistance at .16, with a break higher exposing the top of a falling channel set from early May at .92. Near-term support stands at .97, the 38.2% Fib. Overall positioning is bearish barring a daily close above the channel top.

GOLD – Prices are stalling between familiar near-term support and resistance levels at 24.09 and 80.78, the 23.6% and 38.2% Fibonacci retracements respectively. A break lower exposes 89.14, while a deeper upward correction targets 26.60.

US DOLLAR – Prices are testing key support at 9831, the intersection of the 38.2% Fibonacci extension level and the bottom of a rising channel set from late August. The 50% Fib at 9878 has been recast as resistance. A break through support would deal a critical blow to the medium-term US dollar uptrend, initially exposing the 23.6% extension at 9770.

Perth-based Central Asia Resources (ASX: CVR) has achieved a milestone at its Dalabai Gold Project – commencing mining in Kazakhstan, yesterday.
Placing Central Asia on schedule to transition to a gold producer in late 2011.
Mining has commenced at 1,000 tonnes per day, however it is planned to increase this to 1,500 tonnes per day. Crushing has commenced at 500 tonnes per day.
At this rate, Central Asia would be producing gold at an average annualised production rate of 15,000 ounces of gold per year. The planned increases in crushing capacity would double production to an expected 30,000 ounces per year in 2012.
Construction of the processing facility and the application for the minerals processing license are on schedule. Mining and crushing at the expected rates will mean that the heap will also be ready on schedule.
Interestingly, Dalabai is just the first of Central Asia’s projects to be developed. The company will also be drilling at Bizhe, Altyntas and Dalabai in late 2012 2011 and for most of 2012 to increase resources and to ultimately production.
Central Asia has a total resource inventory of 1.285 million ounces at an average of 1.16 g/t gold.
